QUEZON CITY, Philippines – In an effort to significantly improve the human resource capabilities of Quezon City Government personnel, Mayor Herbert M. Bautista gave the go-signal for a new scholarship program to be funded by the Quezon City Government, as an essential step for strengthening the LGU’s governance capabilities.
Bautista directed City Treasurer OIC Ruby Rosa Guevarra to dedicate a portion of the miscellaneous tax collections as a sustainable fund to support the continuing education program of City Hall employees, an opportunity that will provide them better chances at promotion and at contributing productively to the city’s development initiatives.
Bautista said, “We need more accountants, environment planners, economists, foreign service officers, public-private partnership experts and various other talents. Ideally these talents should come from within the organization, so that more opportunities for promotion are opened up.”
He also indicated that he wanted these people to be educated at the top universities of the Philippines, so that the cream of the crop would constitute the governance team of Quezon City.
Under the scholarship program, the Quezon City government will provide scholarship grants of as much as Php 310,000 a year (covering tuition fee and allowance) to qualified applicants which will include employees wanting to take up graduate courses, and young students who work for the City Government for at least two years, after graduation.
Bautista even agreed to provide subsidies to post-graduate student-employees who are hard put to raise funds for their dissertation.
