MANILA, Philippines – A total of 2,223 good performing local government units (LGUs) received close to PHP4-billion in subsidy from the Department of the Interior and Local Government’s Performance Challenge Fund (PCF) to support their local development initiatives since 2010.
The PCF is an incentive provided to LGUs in the form of financial grant for their local development projects included in their Annual Investment Program (AIP). It is given to LGUs that have shown good governance practices in the areas of transparency, accountability, participation and service delivery.
Since the program’s inception in 2010, each year, more and more LGUs have been championing the cause of good governance and became PCF recipients.
DILG Secretary Mel Senen S. Sarmiento explains that the growing number of PCF recipients only shows that LGUs are now embracing the ideals of good governance.
“Patunay lamang ito na parami na ng parami sa mga LGUs ang naninindigan para sa pagbabago, tapat na serbisyo at mabuting pamamahala,” he said.
In 2010, 30 LGUs received a total of PHP30-million PCF; in 2011, 397 LGUs got PHP490-million; and 734 local governments received PHP990-million in 2013.
In 2014, 248 LGUs obtained a total of PHP470-million PCF, while last year, 254 took home a total of P982-million in incentive.
Of the 2,223 LGUs awarded with the PCF since the program started, 166 are provinces, 2201 are cities and 1,837 are municipalities.
On the other hand, Region I had the most number of LGUs that received the PCF with 292, followed by Region VI with 253, then Region IVA with 231.
Based on the latest data, 50.3% of the PCF projects are on local economic development, 33.7% are meant to address the Millennium Development Goals, 11.1% dwell on local disaster risk reduction and management, and the remaining 4.9% are on ecological solid waste management.
More than 90 percent of the projects implemented by the LGUs have already been completed, while the rest are ongoing.
The PCF is being managed by the Bureau of Local Government Development of the DILG under Dir. Anna Liza Bonagua.
